1. Facts from the history of Elbasan Region
Elbasan is one of the largest cities with a population of 427,915 (2010)[1], which is located in the central area of Albania. It lies on the Elbasan field, on the right side of the central branch of Shkumbin River, bounded on the east by Krasta e Madhe and Krasta e Vogel, on the north and northwest from the hills of olive groves, on the west by the river of Zaranik and on the south from the Shkumbin river. The Zaranika river flows on the west side of the city while that of Manazderi flows on the east. Elbasan is located at an average altitude of 125 m above the sea level.
The history of the district of Elbasan has its origins in the second century BC with its ancient Illyrian settlements. Archaeological evidence shows that the first name of Elbasan was mansius which means “place of residence”. In the second century the city was known as Skampius and latter on as Skampi and it was under the administration of Durrah (Durres). Being situated at the crossroads North-South and East-West, it served as an important crossing point and as an important station, becoming an urban, military and episcopal center. During the Roman Empire, Skampius flourished and achieved its greatest development because it was situated where the Roman Empire built the Via Egnatia Road, a road that connected Rome to Constantinople and had both a military and economic strategy.
Before World War II, Elbasan was a city with a blend of eastern and medieval buildings, narrow cobblestone streets and a huge market place (Pazar). At that time the population was about 15,000 inhabitants.

3. A summary about the situation of children rights in the Region
In the Elbasan district children aged 0-18 years old amount to 30%, or 128.387 children (2010).
In 2010, in the Elbasan Region there were 2490 children aged 0-18 years old with disabilities (CWD), or 1.9% of children at the Regional level. From the four districts included in the Region of Elbasan, Gramsh and Librazhd Districts have the highest value respectively 2.2% or 247 children and 2% or 487 children.
From year to year, the number of poor families (who benefit from the EA) and with children aged 0-15 years old, has declined. In 2008 there were 10,320 poor households, while in 2009 this number amounted to 10,291, a decline in the number of poor families by 29 and in 2010 we have a further reduction of this group by 932 families (10,117 households).
If we compare three recent years (2008, 2009 and 2010), we see that there are variations in the number of children living in poor families (age 6-15 years). Thus, from 11,583 children in 2008, this number decreased by 211 children in 2009 to 11,362, and in 2010 this number increased by 1,148 children at regional level. At the same time the proportion of poor children from 2009 to 2010 has not changed. Both in 2009 and in 2010, in Elbasan District 1 out of 6 children (or 12,510 children) aged 6-15 years old lives in families which benefit from the Economic Aid (EA).
The percentage of households who rely on social aid and with children aged 0-15 years old in the district of Elbasan is higher in the following Communes: Lenie (58.9%), Zavaline (29.7%), Polis (24.9%) and Prenjas (24.3%) as compared with the other Communes of the Region.

From 2006, Elbasan Region has drafted a regional Strategy and Action Plan for children's rights.

6. Role and responsibilities of the Observatory for Children's Rights, Elbasan:
- Periodic collection of information and data from government institutions such as the departments of Health, Education and Social Protection, from non-governmental institutions, from organizations and communities as well as from children themselves, at the local and regional level.
- Periodic and ongoing analysis of the information collected and the preparation of the assessment on the fulfillment of child rights at the local and regional level.
- Preparation and distribution of quarterly reports (based on national model) on indicators of child welfare.
- Preparation of annual reports on the progress of the implementation of policies for the fulfillment of the rights of children in the region.
- Periodic collection of reports on the questionnaire from various international agencies being them national or local.

8. Role and responsibilities of CRU of Elbasan

To monitor and evaluate the enforcement of laws and policies relating to the protection of child rights in the territory of the county;

to identify and coordinate the referral of cases of violation or abuse of child rights in the territory of the region;

to coordinate the functioning of the multidisplinar group, for identification, analysis and referral of cases of domestic violence in the territory of the region;
- to cooperate and exchange information on the treatment of child rights with every responsible entity from the different areas of health, education, police, local government, the municipalities and communes or civil society;
- to organize informative, educational and training meetings on children's rights in the region;
- to report to the Regional Council the progress of the enforcement of children's rights in the territory of the region;
- to report periodically to the State Agency for Protection of Child Rights elaborated statistical data about children's rights in the region;
- to submit periodically to the State Agency for Protection of Child Rights information about the implementation of children's rights in the region;
- to prepare all needed materials for referring and analyzing cases of children leaving at risk, materials presented to Multi-disciplinary local Leading Committee (operating in District level);
- to prepare materials for the meeting of the Needs Assessment Committee and to formulate and disseminate decisions taken by this committee.
9. Role and responsibilities of CPU Elbasan:
- to identify children in need;
- to perform initial assessment of all children referred to the Child Protection Unit;
- to develop the individual plan of the child taken under responsibility;
- to coordinate and organize meetings for Child Protection in order to discuss individually about the children assessed as being at risk of abuse or exposed to abuse, damage, neglect, exploitation or trafficking;
- to manage cases through interventions in order to improve the situation of children in need of protection;
- to monitor the implementation of the Individual Plan for Child Protection;
- to analyze the situation of children who receive services from the Child Protection Unit;
- to carry out individual work with children and families;
- to maintain accurate and factual data and to open personal folders for all children referred to the Child Protection Unit and for children receiving protection;
- to identify the situation of children, their rights, service providers and their needs in the geographic area in which he / she works;
- to insert data in the system of data of local government and to prepare quarterly reports on the situation of children in its locality;
- to actively promote the rights of children through activities and public awareness campaigns
- to work with specialists and other organizations to promote and ensure the rights of all children living in its locality.
